is considered essential that the new post shall be filled

by a European. "Local" officers though highly

efficient up to a point are not as a general rule

competent to carry out the general direction and supervision

which are vital to the smooth and safe running of a mail

centre such as Hong Kong.

3. A second vacancy among the Assistant Superintendents of Mails, arising from the retirement of

its holder, a local Portuguese, is being filled by the

appointment of a local officer from another department.
